Description

Our Public Sector Client is looking for a Senior Permit Co-ordinator for an initial 10 month contract.

Key Duties to include:

  • To permit all excavation and reinstatement work carried out on the public highway by utility providers, developers, private individuals and contractors, to generate and issue quarterly reports to the utilities, ensuring long term improvements.
  • To agree with all works promoters through the use of illustrations and Permit Conditions (as required) the position and dimensions of all equipment to be placed on the public highway including site cabins and materials with the primary objective of minimising disruption to the public.
  • To generate section 74 income by interrogating the computer database, extracting information regarding incomplete highway works. Then to instruct the inspection, photograph, calculation and informing of the utilities of the charges due for unreasonable occupation of the highway.
  • To negotiate with Utility providers, contractors and developers to achieve whole area reinstatements with upgraded materials rather than numerous patch repairs.
  • To ensure the co-ordination of all road and street works, collecting and maintaining records, management data, performance measures as necessary in order to prepare reports and to carry out accurate data entry into the various databases the Service is required to hold.
  • To assist the Permit Coordination Manager to exercise financial control of expenditure in respect of the areas of work for which the post holder is responsible and ensure the raising of invoices for fees and charges in a timely manner
  • To assist the Senior Permit Co-ordinator and Streetworks Manager to control the performance management process (including supporting administration) that covers all areas of accountability.  Agree performance objectives and standards, and implement the review process in order to identify problems and performance shortfalls at an early stage.
  • To investigate, report and act upon any offences committed in contravention of The Highways Act and other legislation and in the case of any damage caused, recharging where appropriate.
  • To assist as requested in the event of any emergency on the highway such as subsidence and floods which may include road closures or diversionary routes.
  • To interact with members of the Inspection team and other departments within the Authority, reporting any other action required or carrying out such action in that inspector’s absence.
  • To receive prioritise and answer all complaints, verbal and written regarding streetworks issues.

The ideal candidate will have the following skills & experience:

  • An in depth knowledge of The New Road and Streetworks Act 1991 and its five Codes of practice, The Traffic Management Act, The Highways Act 1980, The Traffic Signs and General Directions regulations and any other relevant legislation or council policy.
  • Extensive experience in the field of road and street works permit monitoring specifically relating to the understanding of reinstatement materials, equipment and their correct use, storage and handling.
  • Experience in the planning of a street works site relating to signing, lighting, guarding and site safety is also essential.
  • Demonstrable effective use of the Mayrise or similar EToN System to retrieve information, monitor and evaluate utility and highways performances
  • NRSWA Accredited (to supervisory level)
  • Educated to degree level or equivalent, or equivalent relevant experience
  • Excellent written and verbal skills are required to communicate with people at all levels, dealing with disputes, difficult and hostile situations in a calm and tactful manner.
  • Ability to undertake financial duties (such as gathering supporting document for Fixed Penalty Notices, Permit fees, Section 74 Charges and Sample and Defect inspection charges
  • The ability to work with minimal supervision in a busy office environment whilst prioritising and organising a varying workload.
  • The ability to utilise a number of computer databases specific to the job as well as various Microsoft office systems.

Hourly rate of pay: £20.01 per hour PAYE plus accrued holiday pay and £26.21 per hour on a umbrella basis.
