Streetworks Manager

£25.79 per hour - PAYE

£30.00+ per hour – UMBRELLA

Full Time

3 Month Contract Initially

Brighton – onsite working requirement

 

To be responsible for the provision of an on-site and internal technical service, strategically managing teams of assigned professional and technical staff, to ensure that the council’s statutory and other obligations are met.

 

To ensure that the necessary policies, processes and resources are in place and managed to ensure that permits are in place, inspections are undertaken, and supporting evidence is collated, for street works and highway activities, under relevant permit and inspection regimes to monitor compliance and maintain the integrity of the public highway.

 

Essential criteria

Job-related education, qualifications, and knowledge

  • Expert knowledge of the issues facing operational services of highway management, including highway enforcement, street Works and traffic management.
  • Educated to degree standard or equivalent by experience in a relevant discipline or significant years of relevant experience in the industry.
  • High degree of political sensitivity and understanding and awareness of different political/community interests and their aspirations.
  • In-depth knowledge of the political and legal context of UK local government.
  • Up to date knowledge and experience of contract procurement, procedures, documentation and administration including all relevant health and safety responsibilities.

Experience

  • Proven management experience of teams involved in direct service provision
  • Proven success in budgetary control, and able to manage budgets within limits and take corrective action where necessary.
  • Substantial experience and knowledge of requirements in relation to the Highways Act, the New Roads & Streetworks Act, the Traffic Management Act and associated Codes of Practice.

Skills and abilities

  • Excellent verbal and written communication skills, with evidence of ability to communicate well with people from all levels and diverse backgrounds.
  • Excellent negotiation skills with proven ability to exercise a high degree of judgement and decision-making skills when resolving conflicts with partners (public utilities, contractors, consultants, other departments, other authorities, stakeholders etc)
  • Experience of contract specification and tendering through procurement
